Answer
A plumb line.A plumb line is a string with a "little weight" at the end used for construction as it will always be perfectly vertical when stable. It covers nothing much, except maybe a few photons, being only a string, it expects no answer since it's inanimate. It fires no weapons of war as it is used for construction. It makes no tune and patches no hole whatsoever.
