Walking to the Park

When leaving his office every day, Frank walks in short, waddling steps down the hallway. On the elevator he acts normally. Once outside he walks almost normally but takes an extra large or small step now and then. He crosses the street with wide, long steps. Once in the park across the street, he walks normally.

Can you explain this strange behavior?

I was completely stumped! So was anyone else I gave this puzzle to. I could only find one tiny fault- not all elevators are carpeted. All-in-all, great puzzle! Keep them coming, frankenweoburger!

hehehe - i like that explanation speedyg1000!!!
i thought his legs had gone to sleep (don't ask me what it is that he does that involves that), so he walked slow dumpy steps until his legs wake up enough to walk properly!
