I live in the United Kingdom and the answer I thought of was that she owned the store and had to rush out somewhere. As she owned the store it wouldn't matter about her paying. We don't get free bread over here so that's why I thought this was the answer. I think it works better this way!

That was a poor answer.I'm new here and have seen some good puzzles.That one wasn't good though.
The answer should have been that the police saw the woman running down the street after she had left the store.Running down the street with bread, although isn't normal, netherless isn't a criminal offence.
Just my view.

Also, forgot to add something.
In the line "the police saw her take it," this could be could construed as taking the bread somewhere, rather than taking it from the store, as a new sentence was used to pronounce this point.
Anyway, I tried , still better than the official answer given I believe.

I agree with those who say it is not a good teaser. And never have I seen free bread-I've been to a market like millions of times, and guess what? No free bread. And I live in New Zealand.
This teaser was very poor. It seems more like a teaser a child would make up in kindergarten with a "No duh!" answer... free bread? Where is there free bread? Was she on welfare? Was it a free sample? Give us a little slack here...

Wow, pretty harsh criticism here...You guys all experts just because you have accounts on this site? No, no you are not. I thought the answer was she used a credit card, then was late for something. I wasn't disappointed by the answer, just the criticism displayed by you people. Learn some respect, okay? It takes a long time to come up with a teaser, and even longer to get it aproved, so let this guy enjoy his success, even if it does involve free bread. I kinda agree with everyone but I dont think its such a big deal. I dont know about u but one bad teaser doesnt ruin my day....anyway i thought it was lik a free sample or something...
Who would give free bread? And I guessed it easily.
I think this is actually a good teaser. Being that MOST teasers don't have an obvious answer, this one wasn't obvious. (New here...)
