that might not be the hourly rate.
if the price is fixed at 18.45 a day then the hourly rate is fixed, all that changed is amount of work done.

The hourly rate should be calculated as:
18.45/24.

It has to be the hourly rate, because that's what was asked for. The very fact that an hourly rate was mentioned and a daily rate wasn't makes it so. You are just trying to find fault where none exists.
