How about this....during the war, tourist didn't visit Germany. It was enemy territory, so they were immediately arrested since they claimed to be tourist. It's a little more logical than your answer. Especially, since the US military uses the date scheme you say is German.

I don't know about back then, but nowadays the INS/US Customs also use the European method of day/month/year.
