Can be either. Google "calm after the storm" and you'll get 90,000 plus hits on it. That's "common" enough of a phrase for me, and for a rebus. Good one !!
To be honest with you all, I agree with the first 3 comments (except the 'lame' comment. Be nice!!! If you can't say something positive, don't say anything at all!) I originally had 'calm before the storm', but was forced to change it through the wisdom of our editors.
Great teaser jazz. Both are fine with me as they mean exactly the same thing.
Its definitely calm before the storm but I like the idea. doesnt really need the times in it though, kinda makes it messy. Just having th word calm after the storm names would make for a neater teaser. (and having it Before too of course )

Sorry, confusing to me. Never heard this expression, but calm before the storm is familiar.
