 What about 45 pennies, 2 nickels, 2 dimes and a quarter?

 That also works. In general, you can substitute a quarter and 23 pennies (24 coins, 48 cents) for 6 nickels and 18 pennies (also 24 coins and 48 cents), but you can only do that once to the initial solution.
The key to this problem is to recognize that the average value has to be 2 cents per coin, so you need to group enough pennies with each larger coin to keep the average of each group at 2 cents per coin.

My country (New Zealand) got rid of 2c coins in 19891990.
We are about to lose 5c coins also.
Then again, most transactions here are electronic.
