Or she had asked the driver to wait while she went into her flat and got her money. Or she was paying the man for bringing her kid home from school, or her mum from the airport, or... Too many equally valid answers, Trill Tighten it up a bit
Oh, not a nice gift out of the kindness of her heart? (My other guess was that the driver was a friend or family member, and it was some personal and not business transaction.)

Actually there are many possible explanations...maybe she was indebted to that man in one way for another for a previous ride or something...but at any rate your given answer was a good one. I didn't actually think of that. Nice one.

The better situational outcome in this parady is the customer did not have money and had to stop, go to an ATM, returned a paid her fare. Anything else sounds lame. The devil agrees.
There can only be ONE Possibility with a Taxi and customer handing the driver money. OR, it sounds more reasonable.
kind of makes sense
The most common scenario, which happens all the time, is that Chelsea didn't have money to pay the driver and had to get money at her destination. Or that Chelsea didn't ride in the cab and just paid the fare for another person. Much more likely, and as has been pointed out before, there are too many solutions for this to make a good teaser.
I thought this one was tricky, but it made sense.Probably would have made even more sense if i lived where situations like that happend more often though.

Uh Wow... I got lost when you said it wasn't directions she was paying him for. I mean, couldn't an escort be like directions in a way... O_O
hahaha. oh wow. i thought she stole the GPS or something and in return left a 20...but only a 20? tthey are a little more expensive than that. and also, she handed the guy the money! so yeahhh oh well. good teaser!

The idea is a really good one. Perhaps you could prompt the reader with something like "she wanted to go home... she gave him $20 etc". so that your solution is the one that fits best.
I had all sorts of weird ideas. One was that she had just had a nasty argument with her boyfriend, so she gave the taxi driver $20 to go to a different taxi rank leaving the boyfriend with no way home! Then she drives off!
