I am a fraction that isn't improper. Both my Numerator and Denominator are prime numbers such that if they were multiplied together and then had 16 subtracted from the answer, it would equal 19. What are my numerator and denominator?

Lame teaser.

The clues about prime numbers are almost completely unnecessary. Saying the numbers are integers would suffuce.
