The Emperor, Caesar Nero.
666 is the Aramaic numerical equivalent of Nero's name.
Much of the Bible focuses on the power of numbers, for example, The Trinity (3); The Pentateuch (the first 5 books of the Old Testament); the 12 Tribes of Israel; the 12 Apostles; the Resurrection in 3 days; Moses' 40 years in the desert; Jesus' 40 days in the desert; and so on. Likewise, each Hebrew letter is represented by a different number. For example, The Hebrew of David is DWD (DaWiD)...dwd=4-6-4(14).
Similarly, the Latin name of Nero Caesar or Caesar Nero, an "n" can also be added, resulting in Neron Caesar. Next the Latin is transliterated into Aramaic, resulting in 'nrwn qsr', which when using the numeric equivalent of the letters, then adds up to 666 as follows:
Nun = 50
Resh = 200
Waw = 6

Samech = 60
Resh = 200
