That had to be the easiest teaser I have ever done!
I think the earth's weight would drop, because you are moving mass away from its center. The material in the wall weighs less then the same material a few feet lower (in the ground.) Or, maby the weight of the earth (the net force on it from its own gravity) is zero both before the wall and after?

Assuming you took the stuff from earth's own mass, what would you build the wall on?

Fun, though I think trick works. ;)
I believe the earth would weigh a little less. In constructing the wall, dust and gases would be created. MOST of the dust would fall back to earth, but SOME of the gases would dissipate into the atmosphere.
