This is called a TRICK question. Which means it's a "kick-yourself" question. Although, I'm not sure if this falls under trick. I dont know what it falls under.
Also, people have submitted stuff that only people in their country would know about. If Americans have to learn about other countries, then other countries should have to learn about America.

I have to disagree with the majority on this I do believe it is a riddle. But, you didn't explain in the answer why it's a quarter to two which I thought was self explanatory but it seems that some don't get it.
