I am the judge of both bitter defeat
And who may make claim to victory sweet

No matter what effort you may expend
Without me you will never reach the end

Defining a limit which yields results
Perhaps which a statistician consults

Without me you'd have no way of knowing
Whether to stop or to keep on going

What am I?

Answer

a finish line

lines 1-2: A finish line determines both who the winners are (those who cross it first), as well as those who would not be able to make a claim of victory (those who cross it afterward).

lines 3-4: Since a competitor in a race which involves a finish line cannot complete the race without crossing it, without a finish line they "will never reach the end".

lines 5-6: A finish line defines the ending boundary of the race course which, when crossed by the racers, will produce results including the finishing placements i.e. first, second, third, etc. as well as time information e.g. the length of time it took each competitor to finish the race, which might be used in statistics such as the best time ever recorded for the event.

lines 7-8: A finish line is the means by which the competitors in a race know that the race is over i.e. after they have crossed it they may stop running, riding, etc.

The title is a play on words which in this case simply means "cross the finish line".
