Strike means to hit, but in baseball it means to miss the ball. A bill is a piece of paper money, or a demand for money. Quantum (leap) is a large advance technologically, yet the smallest change possible in physics. If you sanction something you agree to it, but if you impose a sanction it means that you are preventing behavior that you don't agree with. Other examples are custom, clip, miss, skin, trim.
