Hi Jake,
As you know, there's a lack of QMs in some categories, and I'm guessing at least some QMs in some of those categories plan to run for reelection. However, it usually takes a couple of weeks to have that QM reelected or replaced, with at least one week for two applicants plus another week for the election itself. During that time, there may only be one or two QMs in that category, creating a slightly backlog if the category in question is one of the busier ones.
So, if the QM whose term has ended has applied to that category again (indicating that he/she is still interested in QMing in that category) and has a reasonable QM grade (B+ or above, maybe), he/she would continue serving until the election ends. In this way, others would have the opportunity to reply, while ensuring each category has a higher number of active QMs.
