The only hints he gave were

Hint #1: Google won't help you here.
Hint #2: I wonder if it makes any pictures...
Hint #3: I've never seen anything like this on Earth before.
Hint #4: It's out of this world! At least SORT of is...
Hint #5: There are 10 types of people. But not with this.
Hint #6: Bing.com won't help either.
Hint #7: 2 Collums
Hint #8: Don't think too hard. See hint 2.
Hint #9: No need for a binary conversion.
Hint #10: I wonder if someone elseware is getting this messege....
I think the typos were clues?

I see 2 blaring typose: "Collums" and "elseware". Not only are these both misspelled, but "Collums" is capitalized when it is not needed.
I also note 2 consecutive references to space (hints #3 and #4). Hint #10 could also be a vague reference to space.
Collum is a neck, or collar. So, hint #7 says "two necks". This implies 2 heads.
So given hint #3 and #4, it is not from this world, and with hint #7 has 2 heads.
ElseWare is the company that produced Warcry.
Still none of this has anything to do with the numbers. If they aren't binary, they must represent something specific (hint #8 implies it is simple). The first number is 20 digits with a 0 in the 13th position. The second number is 12 digits with 0s in the 2nd, 5th, 7th, and 12th positions.
Analyzing clues individually:
1: so this is a created puzzle... searching google won't help.
2: the numbers somehow form a picture
3: it is fantasy, or fictional, or refers to something with space (extra-terrestrial, perhaps)
4: seems to re-emphasize #3
5: this, on first appearance, seems to refer to binary (10 = 2, "there are 10 types of people, those who understand binary and those who don't"). Perhaps this is a more vague hint but the same hint as #9.
6: seems a re-emphasis of clue #1
7: typo? 2 necks/heads, collars... or a legit typo that is meant to mean "2 columns"?
8: implies simplicity, and refers back to making a picture
9: pretty straight forward 
10: "elseware" is not capitalized, so it wouldn't seem to refer to the company that produced Warcry. But perhaps it does?

M13, or Messier 13, or NGC 6205 and sometimes called the Great Globular Cluster in Hercules or the Hercules Globular Cluster, is, quote, "a globular cluster in the constellation of Hercules."
