Do you want like the code, or a brief explanation, or what?
The only part I'm not sure about how it might be done is the whole random factor, but everything else seems pretty straightforward.

It sounded quite understandable in my head but it's a lot harder to put into words here. 
Basically one page is just like the forums, forums anywhere, or like blog posts or things like that, where anybody can add a post and it displays the posters information.
The other part of the game is a bit harder. You need a randomizer first, to give out identities. Then you need something that will read the input (votes in this case) and then act according to what the input was.
Then of course the matter of allowing some of the identities to performs functions that others can't.
That's pretty much it I guess, any specific questions?
