I can not say whether it can be played here or not, it would be something that could be sent as a suggestion to the owner of this site, Jake, for consideration. I sort of recall hearing about this in the early 90's... but my recollection could be wrong.
However, asking people on this site to tell you where you might be able to play Nomic, is sort of a borderline topic.
It is unrelated to Braingle, therefore it is not within the rules that have been set up here. But, for a game like this that is this old, finding a place to play something like this may be quite a challenge in itself... and therefore I would see where your request might be something acceptable. I could be wrong... it's not the first time I have made a mistake in my life.
Though I am a mod on this site, I am not a mod of the "games" topics... but I thought I would respect your question with some response.
