This game has been around for literally years (at least five or something; I couldn't recall when I first saw it), and I've been baffled for that long ...
This time, though, I noticed a very important line. I went to the Chinese-language website and found the solution. I've translated it here (highlight it to see):
Get the people who take one minute and three minutes to the left
Move the one minute guy back to the right
Move the 8 minutes and 12 minutes people back to the left
Move the three minute guy back to the right
Move one and six to the left
Move one back to the right
Move one and three to the left
Done!
