Hmm. Harry, is that your own personal chart or some picks of the tops or something? I don't get it. I mean, when I think of the word "cartoon," I think of animated series, not necessarily characters, and not muppets or puppets (unless you count Muppet Babies). I also think that the way the chart's set up is a bit odd, seeing as how there are great cartoon characters with lesser known voice actors or none at all, so I'm uncertain why a topic about good characters would be narrowed down by particular VAs. One more minor grumble would be that there aren't any of the famous seiyuu from anime (or from any other classic international shows for that matter), but that's just Gaijinitis, I suppose.
Anyways, that stuff aside, that list has some cool characters and VAs, but it could have more. Richard S. Horvitz for example known for Zim and Daggett; other famous Simpson talent such as Harry Shearer, Hank Azaria, or Phil Hartman; Christine Cavanaugh famous for Dexter, Chuckie, and Babe or, really, loads of others. I guess you could name thousands of good ones. And, with so many, I dislike the last three on that chart, though, obviously, due to my own bias.
It's a bit easier to track current seiyuu than VAs, so I can name some of my favourites quicker, though still just a fraction of greats: Hanazawa Kana, Asumi Kana, Sawashiro Miyuki, Miyano Mamoru, Sugita Tomozaku, and Norio Wakamoto [need to hear more of him in recent things].

I didn't make the chart. Just wanted to share it since I thought it was cool how these few voice actors, who usually get little recognition, gave us some of the best cartoon characters in history. Those are some interesting examples, though.
I'm not a fan of South Park either, but Family Guy is decent.

I really like the chart harry, i never knew Nancy Cartwright done the voice to Chucky from the rugrats! I spent about 3 hours the other day watching cartoons intended for toddlers.... Im 18 years old
