Two brothers, both princes, hold a mock election to see who the people prefer as their future king. Prior to the election, they have a private discussion. I was able to pick up some of what PRINCE VETO says to his brother. I wrote it down as I heard it, so consider this a transcript of what he said. I want you to tell me if you see what I see:
It is I SIR, PRINCE VETO, that will RETAIN what power I have now and yet acquire more. Read my lips: The people love me, and you cannot deny the people. (If you can't read my lips, then I suggest you take UP LIP reading along with finding another position within this kingdom). And, I would add stupidity to your blindness if you don't see what I see little brother. However, if you insist on finishing this mock election, then by all means let us RACE ON! However, if it shall be that way, then I must make the point ever further by saying it is through the lens of small men that you see things.
In my transcript, I capitalized certain words and word-couples.
1.Why are certain words and word-couples capitalized?
2.There is a word that was not capitalized, but is in the same "family of words" as those that are in caps. (Meaning, they all have one common thread). What is this word? And, why is it not capitalized?

1. Certain words and word-couples are capitalized because they are anagrams for parts of the human eye:I SIR = IRIS
PRINCE VETO = OPTIC NERVE
RETAIN = RETINA
UP LIP = PUPIL
RACE ON = CORNEA
2. The word that was not capitalized, but relates to the other words is LENS (another part of the eye). However, it isn't capitalized because there is no anagram for the word LENS.

Another excellent teaser. I gave up too early. I almost had it! I got the idea but I convinced myself that up lip meant tulip and with Iris I started looking for flowers. Good one!
