They both win first place. There were no ties, and this is normal for any track meet. How did they both win if Mindy ran 3.1 seconds faster?

What's a hurdle? Sorry, I'm not exactly in to sports.
I thought one was in Varsity and the other was in JV, thus they didn't compete against each other.
I thought they were on different tracks, does that count
