I didn't figure out the police part, but I thought maybe the 25 were in line behind him at the bank and they were held up that way.
Maybe he was in a short term parking and got in trouble that way. That would have been a good ans too!

The cop should of given him a ticket or towed his car. There is no way you just get a warning for parking your car in the middle of the street!
