Am I misunderstanding the question? If Alfred gets 20% more than John and 25% more than Charles, Alfred gets 48 1/3%, John gets 28 1/3%, and Charles gets 25 1/3%. If John's 28 1/3% is 3600 sheep, doesn't Charles' 23 1/3% have to be 2964 12/17 sheep?

Even though you asked four years ago, I submitted a correction to answer your question.
I wonder why dufus had to be so complicated. you simply need to solve these two equations:
A=1.2 J
A=1.25 C
where A=Alfred's share, J John's(3600) and C Charles'. By solving first equation you get Alfred's share to be 4320 sheep. Then you substitute that in 2nd equation to get Charles' share as 3456
