Not really correct. Certainly you could say that there are 13 black and white keys in an octave on a piano, but major and minor? If you add up all the major and minor keys that start on every note of an octave (of any instrument), there's actually 24 - *not* including enharmonic keys.
Either way, the key starting on the bottom C of an octave is exactly the same as the key starting on the top C.
