Cut the paper in half.Stack the two pieces of paper and cut in half again.
Now you have four pieces of paper, stack again and cut diagonally. These are the 8 triangles.

Easy, but tricky.
The only thing I don't understand why 3 cuts. It can easily be done with 2 cuts.
I can do it in one. It doesn't consume the whole sheet of paper, but I get 8 congruent triangles.
you could also form 8 triangles by folding it and then cutting. you never said you can't fold it
it was not hard so i just folded it then cut it.after all you didnt tell us to not fold it
I was attempting to avoid the whole foldng thing with 'using the scissors only'. Clearly didn't work.
