Ok, it would be Queen Elizabeth I because it is Troy who is talking about the letter, and people in the present time refer to her as Queen Elizabeth 1 to clarify which one they are talking about.
What's wrong with the wig then? And who's the Duke of Walashington?

That was a bit hard, you have to just assume (w/o research and w/o bing a total know-it-all) that the guy got his facts wrong.
Good one, got me stumped but good fun nevertheless.
