I was thinking the same thing. A river. Oh well at least the answer was water related.
Good job. Sadly, even though I helped edit it, when it came up here, I still got it wrong. I am lousy at riddles.
I also got a white water river - the ones people raft on.
We were on the same track. I thought a wave. Some are wild and some are tame. Is that the board or the waves that they ride?
You guys have come up with some other answers that fit. I thinka wave is a good alternate answer. I should have made it an either or. Thanks fishmed. Your comment made me smile.

Nice riddle -- since we have the Colorado River and no surf waves, I thought of Kayak .. close enough for my horseshoe sense..

I thought whitewater as well, but the "not on a mountainside" made me think that couldn't be it... nor could it be snow, my second guess ;)
I thought of snow-related vehicles. A sled could be used on a hill but not a mountain. Or a sleigh. A sleigh's runners would not be used in the desert or mountainside, and the wildness of the ride would depend on the horses pulling it.
