The number 23 doesn't belong in the first group, but does in the second group.All the numbers with the exception of 23 are made up like this:
0^2+10, 1^2+10, 2^2+10, etc.
All the numbers in the second group including 23 are made up like this:
0^2+7, 1^2+7, 2^2+7, etc.

Great teaser! Your equations were much more technical than how I figured it out, hehe. I just added the place of the number plus the previous place. i.e. 11 + 2 (it is the second number) + 1 (previous place) = 13.
