Personally, I thought this was way too general.
1. It doesn't say he is driving.
2. Could be a policeman
3. Could be an ambulance medic
4. Could be a fireman
5. Could be a marathon runner
6. Could be a bike racer
The fact that the teaser said "alarming" rate hinted to me that an alarm or siren might be involved. My first choice for answer was Policeman. Nobody would call the police if witnessing a police chase.
Don't mean to be so negative, I just feel some of these situation puzzles can have dozens of correct answers. In my opinion, a good teaser should have just one possible answer.

Scallio, if you look at the himt, it says that he wasn't a policeman. It took me a second, but I got it before looking at the hint.

Got this before I even got to the "Why?" part. Otherwise, nice teaser.
I would give the same opinion as Scallio except for the policeman. The hint says it wasn't the police, Scallio.
Took me about four seconds to solve. Fun, though!
Best answer is it being a policeman.
