Answer
It's garlic. Its head can be separated into individual toes or cloves. The 'paper' is the thin skin throughout the head of garlic. It is called "The Stinking Rose." Garlic has a fan club called "Lovers of the Stinking Rose" and there's a restaurant in San Francisco called The Stinking Rose, where every dish has garlic in it, even the ice cream.Hide Answer Show Answer

I totally said Onion ... ah well!
Great Riddle and now i want to eat at that location
Garlic was the 1st thing I thought of but I didn't think it was that since it makes no sense why it's just popular with the ladies.
