Bah! You got me to break my "don't comment on rebus" rule!
I got "it bears repeating", but couldn't figure out the cool "doesn't" part of the puzzle.
The main thing I liked was the title! Nice muppet reference!

The Muppet connection (not rainbow) occurred to me after I came up with the title. It really relates to the teaser in that we should "move on" instead of repeating the thing unworthy of being repeated. Thanks for your comments, Snowdog!
