Decent teaser. A little obvious but it works well. [Before coming to the conclusion, I was thinking a little more creatively and assuming that maybe if he had ink enough in his pens to write he could use it for the printer, but yeah. That's mad.]
Regarding how he could not "acquire more ink in any fashion," I think it means that he had different coloured inks already, just not black. He didn't have to get any more ink in order to hand it in.

Oh, yeah, and i got the answer after reading 3 sentences.
Actually, most modern printers don't allow you to print anything unless all the ink colours are present.
I made a mistake. No I didn't 'cause it was explained well and made perfect sense.
