Answer
It's a clock, of course.The first two lines refer two the nursery rhyme, 'Hickory Dickory Dock' in which the mouse climbs up the clock.
The next two lines refer to the clock telling you the wrong time, in which people will be angry and blame you for being late.
The last clue in the riddle is in regards to that some clocks are digital and do not have hands.
