legal tender - Many banknotes and coins carry the image of a political leader, monarch, or emperor.
lines 3-4:
tender steak - In order to tenderize your steak, you may need to pound it i.e. be tough with it.
lines 5-6:
tender moments - These are quiet and calm bonding moments that are usually shared between just two people.
lines 7-8:
bartender - A mixologist is another word for a bartender ("bar" + "tender").
The perhaps subtle hint hinges on the fact that the word "tough" is an antonym (or opposite) of the word "tender".
The title was probably not very helpful, but was a cryptic clue in that between the words "Must End Erstwhile" the word "tender" is actually spelled out.
