This is a cleverly difficult.
boooooo. They would both be guilty anyway because all siamese twins that stay joined after birth have to cooperate to do anything. For example, one set of siamese twins share 1 body and have 2 heads so they each control an arm and a leg. Besides, if the two could be separated now, they would've been separated at birth when it was much easier.
mike, you're on the right track, but each one controlling one arm and one leg? it's not like conjoined twins are freakish 2 headed mutants, each controlling half the body. But it's also not as if they are just joined by a flap of skin that can be cut off, freeing the 2 from each other. i do agree that, at this late stage in life, it would be impossible to separate the 2 without killing one or both. nice try with the puzzle, but it doesn't work.
wouldnt they BOTH be guilty then.. one being an accessory??

some conjoined twins share a body, others share one or more organs, and still others do share just a "flap of skin". In any case, they would both be guilty...
So let's assume that one is guilty and one is innocent...but if you separate them, both of them will probably die, and that doesn't really solve anything.
All I thought after reading the question was, Please don't be twins, please don't be twins, please don't be twins......
