Water actually freezes from the bottom up, as water cools it sinks (just like air) as the water gets to freezing temperature, the ice crystals float to the top to make the ice. At least that's how lakes freeze. It "turns over" the lake which is very important for the health of the lake.
In a glass the water would freeze from all points of contact with the colder air in the freezer. Try it with a clear glass, you'll see a cavity of water.
