I thought the trick was something to do with the way the question was phrased. Is the statement is true?
good one. I thought it was false because during " morning" the sun is already up.
If you want to be horribly technical, the sun is ALWAYS rising, when viewed from a point behind it. And yes, the sun is of course always moving.
The sun does rise, because of how we define the word rise. Words only have meaning as they are used in culture, and rise is used to mean the sun rising relative to an observer on earth.
