It's a trick question.You can't put toos, twos, or tos because there is only one of each in the sentence, although "toos", "tos", and "twos" would be acceptable because of the quotes but other than that it's wrong.

Since when does a question with no sensible answer become a trick?
Shouldn't there be an answer we can figure out? And what is with the words in quotes being acceptable?

I was thinking in the "e" in the word "sentence"
That sentence about the girls doesn't make any sense. That is not how the word too is used.
Here's an example:
The boy ate too many cookies and had to go see two doctors.

If you check the dictionary, another definition of "too" is also. In this case, the girls went to the mall also. They could have gone with other people (i.e. John, Paul and Steven went to the mall. The two girls went to the mall, too.). Or, the girls could have gone to a movie and then went to the mall too.
*shrugs* the teaser worked for me - the trick was assuming that one of the words *did* fit into the sentence, pretty easy to figure out though
