| That was very very clever! I love rebuses, especially challenging ones. I actually got some of it, but to tell the truth, I've never heard the phrase said that way, so I never would have thought that was the solution. Is that the way you've heard it? I've always heard it like "How's the project going?", "Well, I feel like I'm taking two steps forward and one step back, but blah blah blah...".
The way it is here, it's like advice instead of almost a "complaint". But maybe it is used both ways, and I've just never heard this way before. The pet backwards part is very clever! It could still be done the way I've heard it, just "step step word word word word and pets." would be one way, not the only way.
Anyway, thanks for the challenge!

| Like others, I, too, figured the first part of the phrase was "time and time again". To clue your readers more to the idea of "sum" or "some" times, perhaps it would help if you added the equals sign (=) after the second time. |
