Answer
This teaser uses a code which is rarely used. It involves placing the first 13 letters of the alphabet (A-M) on one row, and underneath a second row of the last 13 letters of the alphabet (N-Z).A B C D E F G H I J K L M

For example, a letter A would be represented by the letter underneath it, which is N. Likewise, a letter V would be represented by a letter I, which is above.

Nice teaser Dale :-) This is a type of code called ROT-13 because it is a "13-letter rotation", i.e. you count 13 letters from the plain text to get the cipher text. An interesting thing is that if you apply the same code again, you get back to the original plain text (e.g. A -> N -> A). In other words, decryption and encryption are the same with this code. ROT-13 is sometimes used in usenet newsgroups, which were popular in earlier days of the Internet and are still around, although even more afflicted than email by spam.
Oh and Bushisms always make me laugh :-)
Ah, ROT-13. I think ROT-13 was used in an easter egg in the old Mac Finder... maybe System 6, even.
