Tilley: The word "disbelieving" was selected because the idiom ("keep an eye out") means that even though a situation or behavior may seem "ok" there is still some feeling or suspicion that something untoward might happen. Thus "keeping an eye out" is a way to stay partially alert for a possible problem.
"Disbelieving" was a good choice because it is a suitable synonym for this situation and, of course, contains three "i" letters to help make the rebus.
