Through wind and rain I always play,
I roam the earth, yet here I stay;
I crumble stones, and fire cannot burn me;
Yet I am soft - you can gauge me with your hand.

It can't be any type of water, because only the oceans "roam the earth". Rivers are localized bodies of water, and seas are bodies of water that are partially or fully enclosed by land, so they can't roam the earth.
