Part 1: rubber stampPart 2: red tape
Part 1, line 1: a reference to the eraser or "rubber" on the end of a pencil
Part 1, line 3: a physical rubber stamp uses ink to make its mark
Part 2, line 1: a reference to red ink, as in a financial deficit
Part 2, line 2: tape can be used to mend i.e. to join broken pieces of something together
