Answer
The hypothalamus.When the hypothalamus gets cold, (doesn't have to be very cold), it makes your muscles shake. This way, your muscles are moving, even if you aren't moving around. The muscle shaking (shivering) makes a LOT of heat, possibly as much as 3 times as much as without shivering. The shivering does not stop until the hypothalamus is warmed back up.
Of course, if you stay out in the cold, the shivering may not give off enough heat. In this case, your body temperature continues to drop, which is very dangerous. This is called hypothermia and, when not corrected, can cause death.
