Airplane. (Airliner could also be accepted.)The "plain" is a layer of altostratus clouds below the airliner. The "woolly sheep" are small cumulus clouds hovering in a higher layer. The "mountains" are thunderheads, or cumulonimbus clouds that rise high in the sky, and have dark, flat tops that look like anvils.

It took me a while to figure out what you meant. I can see how you might think that if the teaser were in the trick category. Sorry for the confusion.
It was interesting to read the interpretation of the poem. I never would have thought of a cloud as a mountain because mountains have roots... thanks though.

Ooops! didn't mean to post that twice!
I think use of the word 'graze' is misleading, of cause, clouds are certainly not grazing. Perhaps using 'huddle' or something like that would still not make things obvious, but wouldn't be untrue.
Thanks for your note. Huddle would have been a good word if they had looked to be stationary. But they were moving in much the same way sheep move when they are grazing, and they did look like sheep.
