Answer
Water with fish. Scaly ones, assuming they are big, you would have to think the sea: salt water. In the next two lines the riddle are describing what happens physically to salt water when it is evaporated. The last line is pointing out the obvious by telling you what the left over substance looks like.And this brings us to the answer: salt!!
